Page 22 of the Commission's guidance for political parties...

5.2 Parties are required to report details of any of the following relevant donations:

• any donation of more than £5,000 accepted by the party headquarters from permissible donors

• any donation of more than £1,000 accepted by a party’s AUs from permissible donors

• any donation of more than £1,000 accepted by a party headquarters where the party or its AUs have previously reported a donation or loan from the same donor

• any donations totalling more than £5,000 from the same donor accepted by different sections of a party (‘Section 62’ donations)

• any donation of more than £200 received from an impermissible or unidentified donor

http://www.electoralcommission.org.uk/party-finance/legislation/legislation-on-political-parties

However, Iain, I can see why you might have thought it was £1K as the £5k limit only applies to one shot donations from a single source in any given year, otherwise this rule applies...

5.11 If a party has previously reported donations from a particular source, they must report any further donations from that source in the same calendar year of over £1,000. This applies even if the donations are made to the central party whose normal reporting threshold is £5,000.

Unity, I really don't think you are right. Can you point to the legislation that says what you are alleging? I am sure that £1,000 is the limit above which donations have to be declared. Happy to be proved wrong though.

No Iain, a donation of £2000 is not reportable if its received by a Party head office, the limit there is £5000 - only if its received by an AU does a £1000 limit apply and in the case of aggregated donations only when the threshold is exceeded.

You're confusing what parties have to record, which kicks at £200, with what they have to declare, where the £200 limit only applies to donations from an impermissible donor and, as far as I'm aware, C4 is a permissible donor.

Good try, but I am afraid your whole thesis is flawed. You wrote...

"But, the fact remains that, provided that the two subscription fees paid to the ‘Team 2000′ donors’ club are treated as separate donations of £167 each, then no law has been broken and Iain can whistle, but…"

The law doesn't work like that. Any donation from the same person in any twelve month period which adds up to £200 or more is declarable.

I am surprised you do not know that. The £2000 is a fully declarable donation no matter how it is divided up.

Dale's posted twice on this so sees some mileage in it but really this is copper-bottomed cobblers.
It does make you wonder what they'll be like once they're in No10 and get subjected some serious scrutinty 24/7.
Anyhow: the complaint that Dispatches isn't doing it to the other parties isn't quite true.
See: http://www.guardian.co.uk/politics/2005/may/22/uk.election2005 and I think the Lib Dems have escaped is because they're not likely to form a government.
